Phillip G. Eaglin, PhD: Founder and CEO

Dr. Phillip G. Eaglin has spent 35 years at the cutting edge of science, STEM, computer science, and artificial intelligence education, shaping the future for countless students and educators—particularly those from underrepresented communities. As the founder of Changing Expectations, an Austin-based nonprofit organization, Dr. Eaglin has dedicated his career to breaking down barriers and creating equitable opportunities in STEM education.

In 1998, Dr. Eaglin earned a PhD in Science Education from Florida State University. He has been a driving force at the local, state, and national levels to broaden participation in science and technology, including in his work for the U.S. Department of Education and the Texas Education Agency.  One of Dr. Eaglin's most transformative achievements was becoming a Black male high school physics teacher—a rare feat in the early 1990s.

Dr. Eaglin’s impact continues to expand through his leadership as Principal Investigator on two major U.S. National Science Foundation-funded projects. One initiative integrates social justice into AI education through the Changing Expectations CSforALL Research Practitioner Partnership.  The other NSF Project, the Changing Expectations My Brother’s Keeper Coding Makerspace, empowered young Black men with critical coding and maker skills. Through these efforts, he is reshaping the narrative around who can succeed in STEM and computer science, giving voice to those historically left out of these fields.  In 2023, he created the Changing Expectations Black Girls in AI Coding Makerspace.

Dr. Eaglin’s innovative programs, strategic vision, and tireless advocacy for the Black community in STEM and Artificial Intelligence make him a leader and a revolutionary force in education. He serves as the Co-Chair of the HBCU AI Conference 2025 at Huston Tillotson University.  His work is a testament to the power of representation, the necessity of social justice in education, and the limitless potential of the next generation.

As a volunteer providing STEM programs at community events in 2009, Dr. Eaglin used creative activities to inspire Black and Hispanic youth in learning STEM and computing basics and career options. Out of that passionate project, he launched Changing Expectations in 2011 with the Founding Board Members Dr. Stella C. Bell and Mr. O. Joseph Maduneme (the photo below is dedicated to Mr. Maduneme’s memory).
